Have them fill out a form with a barcode on the form, when they fill it out *IF* they chose to fill it out, they mail it back in, it gets scanned in ndred, THEN we can view it. Advance Designation of Representative Payees
The Strengthening Protections for Social Security Beneficiaries Act of 2018 was enacted after being signed by the President on April 13, 2018. The bill strengthens the protections for Social Security Beneficiaries, including the addition of a new concept titled “Advance Designation of Representative Payees.” Advance Designation allows applicants and beneficiaries, who have attained 18 years of age or are an emancipated minor, to designate an individual(s) to serve as payee should the need arise, and requires SSA to select the designated individual with certain exemptions.

- Should the impending addition of advance designation influence the initial selection of payees and change of payee policies?
- When do you anticipate members of the public utilizing Advance Designation? At the point of initial claim or as a post-entitlement update?
- What demographic do you anticipate would be most likely to utilize Advance Designation?
- How do you anticipate that the public would prefer to update their Advance Designees? Via a self-help option on MySSA? Via Phone? In a field office?
- How do we leverage the annual notification process as a way to ensure continued updates and monitoring of the advance designee lists?
There is a system called lexis nexus, where for can you verify a client for a call back. This can help with client being suspicious of us calling them asking verification questions due to a fraud case, or regular call back
Policy currently requires that delay payee development until a claim is ready for allowance. If we're going to allow for advance payee selections, it would be great to make advanced selections to prepare for an initial claim allowance. Even better, change the Policy to allow representative payee selections on pending claims.
Display the information of the Advance Designated Payee on the Customer Service Query that comes up on VIPr, PIWA and Customer Service Record (CSR) on the Master File Query Menu. Ensure that it includes the date that the person was added on as a designated payee.
Would the person/organization designated be able to call or come in on behalf of the individual and receive information about the individual since they have already been designated? Would the action to make the person/organization payee for an SSI recipient require the open and closing of an event through MSSICS or the SSI Home web page app? The advance designee should absolutely influence the initial selection. That person should be at the top of the preference list in GN 00502.105.
In change of payee situations, the advance designee simply becomes the first lead to track down in payee development.
Claimants alleging mental conditions who've had their benefits cut off in the past due to whereabouts unknown may be a good demographic to target. They've already proven that they have trouble managing their benefits and responding to letters.
